Column 1 Rate
The general duty rate applied to imports from countries with Most Favored Nation (MFN) or Normal Trade Relations (NTR) status.
Column 1 rates in the HTS are divided into 'General' and 'Special' subcolumns. The General subcolumn applies to most countries, while the Special subcolumn lists preferential rates for countries with trade agreements.
